HomeMy WebLinkAboutMemo - RE: Debt Management i Y /g/0/�// Ad Oshkosh DATE: August 5, 2019 TO: Long Range Finance Committee Members FROM: Russ Van Gompel, Interim Finance Director RE: Debt Management Policy Attached are two schedules presented to City Council as part of the 2020 Budget Workshop #1. 1 will bring a copy of the spreadsheet to display at the Committee meeting and will be able to demonstrate various options (amounts borrowed or taken on and changes to the Equalized Value) and the impact on the Percentage of Debt Limit Used. The third attachment is a revision to the Debt Analysis completed on August 2, 2019, which illustrates the revised 2019 estimated equalized value from the Department of Revenue and an assumed increase in the equalized value. It is also adjusted to illustrate a potential borrowing in 2020 of$16,000,000, a potential of borrowing $12,400,000 in 2021 and 2022, and a placeholder of borrowing $15,000,000 thereafter. Attachment number 4 is a Debt Comparison that compares municipal debt per capita, illustrated by the bars and the scale on the left for Oshkosh and eight other communities automatically selected by the Wisconsin Public Policy Forum. The picture also includes where the community is at in terms of the percentage of debt limit to the State maximum. This data is from 2017 which is the most recent data collected from information provided to the State of Wisconsin. Finally to initiate a conversation, I am including a copy of the Debt Management Policy for the City of Eau Claire. Eau Claire is a Wisconsin City similar to Oshkosh and a community that I have experience working for.
