HomeMy WebLinkAbout10. 19-449 AUGUST 13, 2019 19-449 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE PURCHASE FROM HACH FOR TURBIDIMETERS FOR WATER FILTRATION DIVISION ($42,531.69) INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS,the Water Filtration is in need of replacing 16 turbidimeters within the Water Filtration Plant; and WHEREAS, staff reviewed available turbidimeters in the market and determined that the Hack turbidimeter provided better accuracy in low flow conditions, was more compatible with current plant hardware and had better service support; and WHEREAS, the Oshkosh Municipal code allows for exceptions to formal bidding and quotation processes when standardization and compatability are the overriding considerations in obtaining equipment, materials and services. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed pursuant to Section 12-11 of the Oshkosh Municipal Code to purchase 16 turbidimeters, calibration and maintenance services from: HACH PO Box 608 Loveland, CO 80539 Total: $42,531.69 BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. Money for this purpose is hereby appropriated from: Acct. No. 0322-1810-7206-65903 Major Equipment -Capital of Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Jon G.Urben, General Services Manager DATE: August 1, 2019 RE: Approve Purchase from Hach for Turbidimeters for Water Filtration Division($42,531.69) BACKGROUND The Common Council allocated $65,000 in the 2019 CIP for the replacement of 16 turbidimeters within the Water Filtration Plant. The units have reached the end of their normal service life. The plant has used Hach turbidimeters since its commission in 1999. The Hach units have proved tremendously reliable. ANALYSIS In reviewing potential turbidimeter replacements, staff determined HF Scientific was the closest competitor with a comparable model that met the minimum specifications required. A demo HF Scientific model was installed at the plant for over six months for comparison against the Hach unit. The evaluation concluded the Hach unit was still the recommended choice over the HF Scientific model based on their better accuracy in lower flow conditions,their compatibility with current plant hardware, their more available service support and that plant staff can perform the setup and installation of the Hach units. In consideration of the evaluation findings, and to meet the Water Filtration Plant's operational needs, Purchasing concluded this purchase qualifies as an exception to our purchasing ordinance under Section 12-11 of the municipal code. Staff solicited a proposal from Hach for the turbidimeters. The proposal includes all equipment, calibration and a one-year service agreement/warranty for 16 turbidimeters. FISCAL IMPACT The total fiscal impact cost for this purchase is $42,531.69. The 2019 CIP allocated $65,000.00 for this replacement. This purchase will be charged to A/N#: 3221810 7206 65903. RECOMMENDATION Section 12-11 of the Municipal Code provides that subject to approval of the City Manager, purchases may be made without following a formal competitive bidding process when the purchase is from only one source of supply or when standardization or compatibility is the overriding consideration. In accordance with Section 12-11 of the Municipal Code and with approval by the City Manager,Purchasing recommends the Common Council approve this purchase from Hach,PO Box 389,5600 Lindbergh Drive, Loveland,CO,80539-0389, in the amount of$42,531.69.
