PURPOSE: AWARD BID FOR PUBLIC WORKS CONTRACT NO. 18-16 TO
AUGUST WINTER&SONS,INC.FOR WASTE WATER TREATMENT
PLANT DIGESTER MIXING UPGRADE ($1,699,850.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the City of Oshkosh has heretofore advertised for bids for digester
mixing upgrade for the Waste Water Treatment Plant; and
WHEREAS, upon the opening and tabulation of bids, the following is the only bid:

Total Bid: $1,699,850.00
WHEREAS, this bid meets the minimum specifications and staff has reviewed the
bid and recommends its acceptance.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

WWTP Digester Mixing Upgrade
August Winter& Sons,Inc./($1,699,850)
BACKGROUND
The WWTP uses Anaerobic Digestion as part of the wastewater treatment process. This process was installed
in 1994 as part of a plant upgrade project. A digester gas mixing system was originally installed with the project.
Over time, that system has lost efficiency and requires high levels of maintenance and energy use to keep it in
operation. This project will replace that system with a more efficient and maintenance-friendly mixing system.
The Digester Mixing System Upgrade project was identified as a high-priority project in the wastewater system
asset management plan completed in 2017.
ANALYSIS
Engineering staff reviewed one (1) bid. The bid was received from August Winter & Sons, Inc. of Appleton,
Wisconsin. The total bid was $1,699,850. While only one (1) bid was received, it was within $5,000 of the
Engineer's estimate for the project.
FISCAL IMPACT
Funding for this project is in the Major Equipment-Wastewater Utility section of the 2018 Capital Improvement
Program (CIP). Additional agreements will be required with Donohue & Associates, Inc. and Jacobs for
construction engineering and computer integration. The budgeted funding is$2,300,000.
RECOMMENDATIONS
I recommend award to the low bidder, August Winter& Sons, Inc. in the amount of$1,699,850.
