HomeMy WebLinkAboutItem 5 - Chief Oshkosh Signage OSHKOSH LANDMARKS COMMISSION TO: Landmarks Commission FROM: Steven Wiley, Staff Liaison DATE: August Th, 2019 SUBJECT: Item 5: Chief Oshkosh Signage -Update 1.) Initiated by: Steve Cummings This project is a proposal for additional signage for the Chief Oshkosh statue. Steve Cummings and Shirley Brabender Mattox are involved from Landmarks and working with Dennis Zack from UW-Oshkosh, and Professors Stephanie de Montigny and Pascale Manning from UW-Oshkosh. 2.) Is the item related to an Historic District/contributing, listed individually, Landmarked or eligible? The property is City property and involves the Chief Oshkosh statue and area immediately around it. 2a.) Does item conform with all Local, State, or other Ordinances, Statutes? Yes-the project would comply with all local ordinances and policies. 2b.) Has the State Historical Society been notified or involved? No. 2c.) Are other organizations or entities involved? The Menominee Indian Tribe has provided input and Steve Cummings, Shirley Brabender Mattox,Dennis Zack, and Steven Wiley all went up to the Menominee Nation on June 171h and met with Chairman Douglas Cox and Tribal Historic Preservation Officer David Grignon. Chairman Cox and Mr. Grignon were supportive of the direction the project was headed, and suggested possibly meeting with the Wisconsin Herd to partner with them on the signage. Mr. Cummings, Ms. Brabender Mattox, Mr.Zack, and Mr.Wiley met with Stephanie de Montigny and Pascale Manning on July 241h,2019 at City Hall to discuss the draft. The Parks Department would likely help install the signs. 3.) Are Historic Tax Credits applicable for this item? No 4.) Does this pertain to municipally-owned structures? The City owns Menominee Park where the statue is located and would own the signage also. 5.) What is the Commission priority#for this item? Ongoing projects and property owners that approach the Commission for input are a top priority of the Commission, along with other ongoing tasks. If you are unable to attend this meeting,it is important to notify Steven Wiley (920-236-5062) in case a quorum cannot be attained. OSHKOSH LANDMARKS COMMISSION 5a.) Does the Commission have enough information for action(s)? The Commission does not yet have enough information because the draft for the signage is not yet final. Once a final draft is available,the Commission could take action and request changes or provide support. Discussion Considerations 1.) More research or follow up on Item? The UW-Oshkosh group is working on a draft for the signage. Staff is working with Erie Landmark Company to obtain price quotes and determine what size and quantity of signage falls within the budget, and also what methods of mounting the plaques are available. 2.) Evidence of"original"? Restore to what time period? N/A 3.) Replacement Materials: accepted by State Historical society? N/A 4.) Consideration of'undo hardship on ownersT Funding sources? So far, funding from a donor is the sole source of funding,but potential future donors may help too. 5.) Take actions? Currently no action is needed from the Commission. 6.) Follow up? Staff and the Commission will have to decide if they want to approach other donors for potential additional funding, and staff will continue working on cost estimates/mounting and installation options. The UW-Oshkosh group is working on revising and finalizing the draft.
