Initiated by: Shirley Brabender Mattox—Landmarks Commission Chair The properties are all properties listed on the National and State Registers or deemed eligible for listing. Ms. Brabender Mattox asked to have discussion on current tax credit projects on the agenda. Currently, the Frontenac Building,the house at 907 Washington Ave, the house at 1025 Merritt, and the house at 651 Jackson are ongoing tax credit projects. Is the item related to an Historic District/contributing,listed individually, Landmarked or eligible? The Frontenac Building is an individually-listed structure. The properties at 907 Washington,1025 Merritt, and 651 Jackson are contributing structures in historic districts. 2a.) Does item conform with all Local, State, or other Ordinances, Statutes? All tax credit projects have strict standards that they must comply with. There are submission requirements and the Secretary of the Interior's Standards. The Wisconsin Historical Society will notify applicants of appropriate conditions. 2b.) Has the State Historical Society been notified or involved? Yes—in all of these applications are mailed to the state. 2c.) Are other organizations or entities involved? Contractors such as Terry Laib are involved. 2.) Are Historic Tax Credits applicable for this item? Yes 3.) Does this pertain to municipally-owned structures? No. The properties in question are all privately-owned. 4.) What is the Commission priority#for this item? Ongoing projects and property owners that approach the Commission for input are a top priority of the Commission, along with other ongoing tasks. If you are unable to attend this meeting,it is important to notify Steven Wiley (920-236-5062) in case a quorum cannot be attained. OSHKOSH LANDMARKS COMMISSION 5a.) Does the Commission have enough information for action(s)? No action is needed and the Commission can outreach to other property owners to inform them of tax credit opportunities. Per the Historic Preservation Ordinance,if work is part of a tax credit project, it does not require Landmarks review. Discussion Considerations 1.) More research or follow up on Item? The Commission should discuss the item and determine what steps to take if they would like to create and implement an outreach program to inform more historic property owners on the availability/applicability of tax credits. 2.) Evidence of"original"? Restore to what time period? In most of these cases the properties are well-preserved or there are drawings, etc. of the property's original appearance that the contractors are using. 3.) Replacement Materials: accepted by State Historical society? In some cases,but specific conditions are applied as to what can and cannot occur. 4.) Consideration of'undo hardship on ownersT Funding sources? Property owners are funding their own projects and will obtain tax credits after the completion of their projects. 5.) Take actions? The Commission can decide whether or not to move forward with creating a more formal education/outreach program to educate property owners on tax credits. 6.) Follow up? The Commission can decide the appropriate follow up option on the education program, and if property owners need assistance closing out their projects, staff can assist.
