GENERAL INFORMATION
Applicant/Owner: Casey Schulze-Schulze Exteriors LLC
Action(s) Requested:
The applicant is requesting a Conditional Use Permit to establish an outdoor storage use on a
previously developed lot.
Applicable Ordinance Provisions:
Outdoor Storage land uses are permitted only through a Conditional Use Permit in the Urban
Industrial District (UI) as regulated in Section 30-61 (C) of the Zoning Ordinance. Criteria used
for Conditional Use Permits are located in Section 30-382 of the Zoning Ordinance.
Property Location and Background Information:
The 0.47 acre site is located on the west side of Bowen Street,north of Nicolet Avenue. The site
consists of an approximately 4,275 sq. ft. storage building and associated paved parking area.
The site is currently being used for indoor storage for Schulze Exteriors. The surrounding area
consists predominantly of commercial and industrial uses to the north, south, and west and
residential uses to the east.

ANALYSIS
The petitioner is requesting approval of a Conditional Use Permit to use the existing parking
area on the south side of the building as an enclosed outdoor storage area. The area will be
used for storage of construction equipment including trailers, lifts,vehicles and tools/supplies

and will serve as a site for material drop offs from suppliers. The outdoor storage area will
exceed 500 sq. ft. in area and therefore will require a Conditional Use Permit.
The proposed outdoor storage area will consist of approximately 7,600 sq. ft. existing asphalt.
The area will be enclosed with 8' tall solid wood fencing with a sliding gate for access from the
entrance to the site. The submitted site plan shows a"dock staging area" in front of the
building. However, staff is recommending a condition that no equipment or commercial
vehicles/trailers/lifts may be stored outside of the enclosed storage area. Staff does not have
concerns with parking as the site is being used solely for storage purposes and sufficient
parking area remains in front of the storage area. The building(roughly 6 spaces)meets the
code requirements of 1 space per 10,000 sq. ft. of outdoor storage area and 1 space per 2,000 sq.
ft. of indoor gross floor area(3 total spaces required). Staff is also recommending a condition
that a minimum of 22 points of landscaping be installed along the east side of the storage area to
"break up" the solid fencing facing Bowen Street.
Staff is in support of the proposed outdoor storage use as the use should not be detrimental to
the surrounding area, provided the required solid 8' tall screening is installed around the
storage area. The Department of Public Works reviewed the proposal and noted that no
vehicles may be parked within the public right-of-way.
RECOMMENDATION/CONDITIONS
In its review and recommendation to the Common Council on an application for a Conditional
Use Permit, staff recommends the Plan Commission make the following findings based on the
criteria established by Chapter 30-382 (17)(3):
(1) Is in harmony with the Comprehensive Plan.
(2) Would not result in a substantial or undue adverse impact on nearby property, the
character of the neighborhood, environmental factors, traffic factors, parking, public
improvements, public property or rights-of-way, or other matters affecting the public
health, safety, or general welfare.
(3) Maintains the desired consistency of land uses, land use intensities, and land use
impacts as related to the environs of the subject property.
(4) The conditional use is located in an area that will be adequately served by, and will not
impose an undue burden on, any of the improvements, facilities, utilities or services
provided by public or private agencies serving the subject property.
(5) The potential public benefits outweigh any potential adverse impacts of the proposed
conditional use, after taking into consideration the applicant's proposal and any
requirements recommended by the applicant to ameliorate such impacts.
Staff recommends approval of the proposed Conditional Use Permit for an outdoor storage area
at 2825 Bowen Street as proposed with the findings listed above and the following conditions:
1. The outdoor storage area must be completely enclosed by 8 foot tall solid fencing.
2. No equipment or commercial vehicles/trailers/lifts may be stored outside of the enclosed
storage area.
3. Landscaping(minimum 22 points)be installed on the east side of the storage area, as
approved by the Department of Community Development.

Narrative
• Proposed use of property—to store construction equipment(trailers, lift and vehicles outside,)
serve as a site for material drop offs from suppliers for customers jobs and store tools/supplies
inside a private fenced in area.
• Existing use of the property—storage inside building
• Identification of structures on the property and discussion of their relation to the project—the
warehouse will have 2 sections of fence line starting at the West and East side of the building
butting up to a 3rd section on the south side of the property.The east side will have a 12' sliding
gate to allow for deliveries and parking trailers
• Projected number of residents, employees, and/or daily customers—zero residents and
customers. Employees only on site to gather supplies and equipment.
• Proposed number of dwelling units,floor area, landscape area and parking area expressed in
square feet and acreage to the nearest 1/100 of an acre.There will be 3 areas within the fenced
area to allow for parking and allow for turn around space.
• Effects on adjoining to include noise, hours of operation,glare, odor,fumes vibration,etc.—SE is
an exterior construction company.All work performed is on customer's private property.The
physical site does not have noise,glare, odor, fumes or create an environment that would be a
negative effect on the neighbors.
• Surrounding land uses—all properties surrounding the parcel are commercial zoned UI.
• Compatibility of the proposed use with adjacent and other properties in the area—the proposed
fence would be very compatible with other properties in the area.The property on the SW side
of the property also have a privacy fence.
• Traffic generation—SE currently does not advertise this location to customers.Vendors will
occasionally drop off small orders if the customers do not have the space for the material at
their residence prior to install
• Any other information pertinent to adequate understanding of the intended use and its relation
to nearby properties—Basically,we will be installing a fence to keep the area looking
professional.
