Administration of the
oath of office Pam Ubrig Pam Ubrig administered the oath of office to the Board members that
were present.
Meeting Started Evelyn Meuret
Pamphlets about the various transportation programs were
distributed before the meeting started.
Evelyn Meuret called the meeting to order at 4:12 p.m.
The June 19, 2019 TAB meeting minutes were tabled due to no
quorum.
Public Comments Steve Miller
Steve Miller, of 1916 Arizona Street, said he wanted to
compliment two drivers named Jim and Brent. He told one
day when his eyes were dilated, Jim helped him get to his
connecting bus and mentioned to Brent to make sure he
gets where he is going.

Paratransit Review
Jim Collins
Jim Collins showed a Power Point presentation on paratransit
programs. He said ADA was signed into law in 1990, which
mandated all fixed route systems provide paratransit for those that
can’t use the bus. He explained paratransit is a shared ride service
for persons with disabilities who cannot use fixed route buses. He
said the paratransit fare cannot exceed two times the bus fare. He
told we are the only system in the state that provides service 24 / 7.
He said same day service is also provided however; advance
bookings are serviced first and same day requests are fit in. He told
the providers of service have 3 year contracts with 2 one year
extensions.
Mr. Collins explained the Senior Dial-A-Ride, Access to Jobs and
Rural Programs are other specialized programs offered that are not
ADA. He told the county funds these programs and takes
advantage of the transit grants. He explained the state grant for the
Access to Jobs Program ran out many years ago, but the City picks
up most of the cost.
Jim said Winnebago Catch-A-Ride utilizes volunteer drivers. He
told Make The Ride Happen uses an ADA van with volunteer
drivers. He said thus far most have found an option for
transportation however; it is not perfect and there are still gaps.
Jim Collins explained all of these program are not for medical
transport but are curb to curb service so there is no assistance
beyond the threshold.

Heavy Duty Bus
Procurement Update
Jim Collins
Mr. Collins said the buses go into production on Monday, June
22, 2019. He told the mechanics will leave the following Monday,
June 29th, to inspect the build with completion projected in mid-
August.
Jim Collins said GO Transit will have a table at the school fair.
Jim told GO Transit will again have a free fare day on Friday,
August 30, 2019.
Triennial Review Jim Collins
Jim Collins told the FTA audits us every three years and they will be
coming in August. He explained he and Steve went last month to
training for this audit. He said the state is doing a management
review in October.
